Is or will BB upgrade it's conferencing capability compared to Office Communicator?

Well, you could always run Office Communicator on the BlackBerry.

I just googled BB and Office Communicator and found the followiing:
Enjoy a desktop-like experience on your BlackBerry smartphone, with features and functionality you're already familiar with from Microsoft Office Communicator. There's no need to compromise just because you are away from your computer.

Initiate and manage group chat sessions of three or more participants from your smartphone
View the Presence status of contacts, such as online, busy, do not disturb, be right back, away or appear offline.

Receive alerts when team members become available

In a quest for managers to perform remote management, the BB would likely be the "best" portable device. It has most of the capabilities of the Office Communicator, all a BB user needs to do is download Microsoft Live to their BB. Am I correct?

I have no idea what you are trying to do. Neither do you, apparently.

Are you trying to get OCS running on a BB, or have a question for managers to perform remote management (whatever that means).

What are you trying to do? Run Windows Live Messenger, run OCS, or do remote management.

Use my BB Tour as a remote manager,i.e. being able to speak to mor than two people at the same same time, using instant messaging and texting as well as speaking. In business, what I understand of Windows Office Communicator, it has these capabilities.

You are mixing terms that do not make sense or go together.

Remote management is generally used when people want to manage servers or services from their BlackBerry.

You want to use IM. Office Communicator is an enterprise class Instant Messaging/collaboration tool used by companies. It requires an Office Communicator and BES infrastructure within the company. After that is in place, you can use Office Communicator on a BlackBerry. You can't use Office Communicator on a BB without the infrastructure in place first.

Windows Live Messenger (formerly known as MSN Messenger) is a public IM tool, similar to AIM, Yahoo Messenger and Google's IM tool. It is free and requires no infrastructure.

Huh?
Office Communicator for the BB allows you to carry on chats and IMs with your corporate OCS environment.

BBM is a BlackBerry only IM product.

I am not sure what compatible in regards to IM means.
