I used Google Chrome and it shows as you said and was originally on my display. If I use Microsoft Explorer it does not list the "quick links" dropdown.
No clue what is causing this. checked options and nothing I can see controls the top bar.

tsac...I dusted off IE and you are correct. No Quick Links link. Seems in IE there is a link for Mark Forums Read (which is part of the Quick Links list in Chrome) instead. The order of how the links appear across the screen is also slightly different.
Very odd....

I know , weird. aiharkness gave me a hint when he said it was on his to check other browsers. No clue why the difference. I have been playing with options and so far nothing. Maybe Microsoft does not like Blackberry.

I just checked with the Microsoft browser in Win10. What do they call it now, Edge?
Anyway, page is fine.

Interesting, I have been using ME 11 but will try Edge. I was unsure of any differences except Edge seems to be a cloud based browser vs. one storing info on your pc. I clean my searches daily and do not want "bread crumbs" left in the cloud.
The write feature "if" the blogs are correct, copy a users writing to allow others to see the info. Not sure how this will play but if like Facebook, people will be posting every possible thought and action to feel important.
Also Microsoft is planning to limit web sites function/display ability unless upgraded to the new browser. also Edge is currently having display problems if a user goes to certain sites not upgraded to the new browser features. The cost to convert for small businesses who pay for web development is another issue the blogs are saying.
