Default Global Address List -- Exchange 2003

This is more of an Exchange issue than a BES one, but since we seem to have so many knowledgable IT people here, I thought I might find the answer here, sorry if I have posted in the wrong forum, but I'm at a loss for an answer and I really need to get this resolved any way I can.

We host public BES services using Bes 3.X and Exchange 2003. My problem is as follows:

We host a multitude of domains and users from different orgs/OU's who have nothing to do with each other except for the fact that they are hosted one common top level domain and BES. I want to be able to group users in different GALS therefore not allowing users in different OU's to see each other in different GAL's, or if I can't do this, prevent all users from showing up in the GAL. Selecting the "Hide from GAL" option in Exchange, prevents the user from a WAN logon, so that's not an option. I have scoured the Tech sites at Microsoft for an answer but have found nothing to date so far...We are using RPC over HTTP. Users from various org's can see each other in the GAL right now and as a public Exchange/BES hosting facility, this is a big security issue for us. Any thoughts out there?
