IT policy settings problem

Hello everybody... I attempted to do a search but couldnt find what I needed. Sorry if this has been discussed.
The server has been working fine and all of a sudden when we switch users from one policy to another their name stays on the original policy setting user list but the policy changes. Once that happends they get stuck because I can add them back to the other policy because the server thinks they are already on it because the device is on it. I had one user that this happened to and I tested my device out as well and now Im stuck. I was on the "default" policy and added my self to the "phone" policy. I now can make calls but the server is showing that Im on the default user list even though under the device properties it shows phone as the policy. I cant switch back because it wont let me add myself to default because Im already on that list. The other user is the exact opposite but he is a EVP and his phone is no longer working.
Does that make any sense? I cant figure out how to put my problem into a cohernt explanation.
