Default Disable Premium Messaging?

I am administering a BES5 server with 25 users. Some of the users are using short code messaging that are incurring the obvious additional costs. Is there a way to disable short code messaging while still allowing them to use standard SMS? Can't seem to find anywhere that this question has been asked.

Your carrier should be able to block it for you.
