Default Double-billing for text messaging on T-Mobile while roaming in Argentina

I have a TMO 8100 and while traveling in Argentina in late December/early January I sent about 60 outgoing sms messages and received about 100 incoming ones. According to my plan I get free incoming sms when I roam internationally while I have to pay 35c each for outgoing ones.

Instead I was charged for approx 200 sms. What I discovered is that all incoming messages were listed as outgoing on my bill, and, furthermore, several of these incoming messages were listed twice, as if they were "split" (they were under 140 characters).

The problem most likely is with the Argentine roaming partner, but TMO customer care reps have been quite uncooperative about this.
Anything similar ever happened to anyone else? I.e., has anyone had the experience that their incoming sms while roaming internationally have been charged as outgoing? My bill didn't show a single incoming message while I was roaming!

First thing I would have done is check the price for Data, SMS, and Voice while traveling overseas. Because it varies from country to country. Also, just because your texts were under 140 doesn't mean that they can't be split. T-Mobile may have a 140 char limit, but whats to say the carrier you were roaming off of doesn't have a 60 char split? To be honest, I can't see blaming the carrier for this, as it just seems like you may not have looked into the specifics of your plan.

According to the T-Mobile website:

International Text Messaging
Text messages sent from the US or Canada to an international wireless phone number cost only $0.15 per message.

If you're outside the US and Canada, text messages sent anywhere are just $0.35 each.

Wherever you are, text messages you receive cost $0.10 each or are pulled from your feature bucket of messages.
