In profiles there is a choice for Level 1 Messages. What are these?

I'm pretty sure those are PIN messages. Can someone confirm?

They can be PIN messages if you want them to be.

Level 1 is just a way to flag a message so it has a different alert profile than other messages.
Email messages can also be Level 1 if desired.

A PIN message is sent via the BlackBerry Messenger application. It is an IM app exclusive to BlackBerrys, as it leverages the individual device PIN mumbers as addresses.

"Level 1" refers to the alert you will get when you receive a message. You can't send a Level 1 message.
