Yes. But only web broswing through Hotspot Browser. No other data features will work.

Not if you use the Hotspot Browser.
When you have a data plan, and you're using BlackBerry data features over WiFi... then it will probably count.

It can. Again, using only the hotspot browser for web browsing. Nothing else. (Assuming no data plan here.)
