WIFI / BES - Similar to ActiveSync?

Good afternoon. A customer asked an interesting question today and I didn't have an answer. I spent some time searching but couldn't find the exact answer to my specific question. The customer wants to convert from their existing Windows Mobile devices to BlackBerry; however this one issue is kind of a deciding factor.
With Windows Mobile / Wifi enabled device, if you are on the wifi network with access to the Exchange server you can do ActiveSync without using the cell network.
My understanding is that this is NOT possible with a BlackBerry. I.e. if the user did not have a data plan, and they only wanted push email/calendar/contacts/memo/tasks when on the wifi network where the Exchange server (and BES) are located but doesn't care to get email/calendar/contacts/memo/tasks when on the cell network (no data plan).
Currently the windows mobile devices just do activesync when on premesis (which is all they need, i.e. show up at the office, the phone syncs over wifi then leave, no need for data plan).
