if user change a new BlackBerry, what should BES admin do ?

one way is BES admin delete that user and add that user again, but any good way to change the PIN for that user's new handheld?

There is no need to remove the user and add them back.

If the BES is 4.0 or higher, just give them a new Enterprise Activation password and they can activate the new device. The BES will update the PIN and all other info about the device.

If the BES is less than v4.0, the user can connect their new BB to their PC, start up Desktop Manager, and click YES when asked to switch PINs. Then they can just sync the new device and again, the BES will update the PIN and all other info about the device.

I never remove and and readd users when they switch devices.

you might want to consider also using Desktop Manager - if you run DM 4.2 which has switch device wizzard this will copy across lots of historic information from old device to new device - e.g. historic calendar appointments. This can be useful for some users..
