Default Bluetooth functionality limited by the BES?

At work we hand out Cingular and T-Mobile blackberries. While the bluetooth turns on and users can connect to each other, connect to headsets, etc we can not use BT for tranferring images, contacts, etc. Is this something that is controlled by the BES?

Server: BES v4.0.X.
Devices: various BT-enabled Cingular and T-Mobile BB devices including 8700c and Pearl.

If any more info is needed just let me know.
