All you need is the unlock code. As a matter of fact, Cingular's unlock instruction mandate you to turn OFF the wireless before entering the unlock code.
Here is a sample email from Cingular:

My question is do I need to be in the US or in an area with service in order to unlock the phone? If I get the code, can I unlock it in Japan even though there's no GSM service?
Thanks,
