Default Turning the Radio OFF/ON

Is it possible to have an application turn the Radio On/Off, rather than forcing the user to go to the ribbon and do it.

For instance, if the user selects a menu item, it would be best to pop a dialog that says: "The radio is off, do you want me to turn it on Yes / No", rather than saying: "Go to the ribbon and do it yourself, then come back and see what my app can do"
